Über das Formular auf dieser Seite können Sie uns Inhalte melden, die Sie für rechtswidrig halten. Wir bestätigen den Eingang, prüfen die Meldung und teilen Ihnen unsere begründete Entscheidung mit.

1. Was Sie hier melden können

Scandora ist ein Hosting-Dienst im Sinne von Art. 3 Buchst. g Ziffer iii DSA. Sie können uns melden:

  • Inhalte auf scandora.eu und in der Scandora-App,
  • Inhalte, die eine Nutzerin oder ein Nutzer in ihrem bzw. seinem Scandora-Konto gespeichert hat — das ist der Scan-Verlauf mit Titel, Vorschaubild und dem aus dem Dokument erkannten Text.

Scandora ist keine Online-Plattform im Sinne des DSA: Gespeicherte Inhalte werden nicht öffentlich verbreitet. Sie sind nur im jeweiligen Konto sichtbar und gehen ausschließlich an die Ziele, die die Nutzerin oder der Nutzer selbst wählt. Die Pflichten aus Abschnitt 3 des DSA (unter anderem Art. 20 internes Beschwerdemanagement und Art. 21 außergerichtliche Streitbeilegung) gelten für uns daher nicht.

Auf rechtswidrige Inhalte durchsuchen oder überwachen wir gespeicherte Dokumente nicht automatisiert. Wir werden anlassbezogen tätig — insbesondere nach einer Meldung über dieses Formular oder nach einer behördlichen Anordnung. Automatisiert verarbeitet werden gespeicherte Dokumente nur für Funktionen, die die Nutzerin oder der Nutzer selbst auslöst, und für die Dokumentensuche: Solange die Nutzerin oder der Nutzer angemeldet ist, sendet ihr bzw. sein Gerät den erkannten Text und die KI-Beschreibung jedes neuen Dokuments — aufgeteilt in Passagen, jeweils mit einer Kopfzeile aus Titel, Typ und Datum des Dokuments — automatisch an den Anbieter der KI-Modelle, um daraus den Suchindex auf diesem Gerät aufzubauen; für Anfragen an die KI führt der Anbieter der KI-Modelle eine eigene Missbrauchsprüfung durch (siehe unsere Datenschutzerklärung).

2. Was Ihre Meldung enthalten muss (Art. 16 Abs. 2 DSA)

  1. eine klare Angabe des genauen elektronischen Fundorts des Inhalts — zum Beispiel die genaue URL oder, bei einem gespeicherten Dokument, die E-Mail-Adresse des betroffenen Kontos und den Titel des Dokuments,
  2. eine hinreichend begründete Erläuterung, warum Sie den Inhalt für rechtswidrig halten,
  3. Ihren Namen und Ihre E-Mail-Adresse,
  4. Ihre Bestätigung, dass Ihre Angaben nach bestem Wissen und Gewissen richtig und vollständig sind.

Ausnahme: Betrifft Ihre Meldung eine Straftat nach den Artikeln 3 bis 7 der Richtlinie 2011/93/EU (sexueller Missbrauch und sexuelle Ausbeutung von Kindern, Kinderpornografie), müssen Sie Ihren Namen und Ihre E-Mail-Adresse nicht angeben (Art. 16 Abs. 2 Buchst. c DSA). Senden Sie eine solche Meldung bitte ohne dieses Formular an [email protected].

Können oder wollen Sie das Formular nicht nutzen — etwa weil JavaScript in Ihrem Browser abgeschaltet ist —, senden Sie Ihre Meldung mit denselben Angaben an [email protected]. Eine so übermittelte Meldung behandeln wir genau wie eine über das Formular.

3. Wie wir Ihre Meldung bearbeiten

Haben Sie elektronische Kontaktdaten angegeben, bestätigen wir Ihnen den Eingang der Meldung unverzüglich per E-Mail (Art. 16 Abs. 4 DSA).

Wir bearbeiten jede Meldung zeitnah, sorgfältig, frei von Willkür und objektiv (Art. 16 Abs. 6 DSA). Über unsere Entscheidung und die Gründe dafür informieren wir Sie unverzüglich; dabei nennen wir Ihnen auch die Rechtsbehelfe (Art. 16 Abs. 5 DSA).

Über eine Meldung entscheidet stets ein Mensch. Wir setzen für die Prüfung und die Entscheidung keine automatisierten Mittel ein. Lediglich das Formular selbst ist durch einen automatischen Spam-Schutz gesichert, der eine Einsendung verwerfen kann, ohne dass sie uns erreicht; bleibt unsere Eingangsbestätigung aus, senden Sie Ihre Meldung bitte an [email protected].

Information der betroffenen Person. Betrifft eine Meldung Inhalte in Ihrem Konto, informieren wir Sie über die Meldung und über die Verarbeitung Ihrer Daten spätestens innerhalb eines Monats (Art. 14 DSGVO) — unabhängig davon, ob wir aufgrund der Meldung Maßnahmen ergreifen.

Rechtsbehelfe. Sind Sie mit unserer Entscheidung nicht einverstanden — als meldende Person oder als betroffene Nutzerin bzw. betroffener Nutzer —, schreiben Sie uns formlos an [email protected]; wir prüfen den Fall dann erneut. Der Weg zu den ordentlichen Gerichten steht Ihnen unabhängig davon offen.

Welche Maßnahmen wir gegenüber Nutzerinnen und Nutzern ergreifen können — insbesondere die Sperrung des Kontos und die Kündigung aus wichtigem Grund — und wie wir sie anwenden, steht in Abschnitt 12 unserer AGB (Art. 14 DSA).

4. Kontaktstellen nach dem DSA

Zentrale Kontaktstelle für Behörden, die Europäische Kommission und den Europäischen Ausschuss für digitale Dienste (Art. 11 DSA): [email protected]. Die Kontaktstelle ist auf elektronischem Weg erreichbar. Akzeptierte Sprachen: Deutsch und Englisch.

Zentrale Kontaktstelle für Nutzerinnen und Nutzer (Art. 12 DSA): [email protected] oder unser Kontaktformular. Anfragen werden in der Regel innerhalb von 24 Stunden beantwortet (werktags Mo–Fr, 9–18 Uhr MEZ). Akzeptierte Sprachen: Deutsch und Englisch. Die Kommunikation läuft nicht ausschließlich über automatisierte Werkzeuge — Sie erreichen einen Menschen.

Use the form on this page to report content you consider illegal. We acknowledge receipt, assess the report and tell you our decision together with the reasons for it.

1. What you can report here

Scandora is a hosting service within the meaning of Art. 3(g)(iii) DSA. You can report:

  • content on scandora.eu and in the Scandora app,
  • content a user has stored in their Scandora account — that is the scan history with its title, preview image and the text recognised in the document.

Scandora is not an online platform under the DSA: stored content is never disseminated to the public. It is visible only inside the account it belongs to and goes only to the destinations the user picks. The Section 3 duties of the DSA — among them Art. 20 (internal complaint-handling system) and Art. 21 (out-of-court dispute settlement) — therefore do not apply to us.

We do not scan or monitor stored documents automatically for illegal content. We act on a specific occasion — in particular after a report through this form or an order from an authority. Stored documents are processed automatically only for features the user triggers, and for document search: while the user is signed in, their device automatically sends the recognised text and the AI description of each new document — split into passages, each headed by the document's title, type and date — to the provider of the AI models to build the search index on that device; for requests sent to the AI, the provider of the AI models runs its own abuse monitoring (see our Privacy Policy).

2. What your notice must contain (Art. 16(2) DSA)

  1. a clear indication of the exact electronic location of the content — for example the exact URL or, for a stored document, the email address of the account concerned and the document title,
  2. a sufficiently substantiated explanation of why you consider the content illegal,
  3. your name and your email address,
  4. your confirmation that your statements are, to the best of your knowledge, accurate and complete.

Exception: where your notice concerns an offence referred to in Articles 3 to 7 of Directive 2011/93/EU (sexual abuse and sexual exploitation of children, child pornography), you do not have to give your name or email address (Art. 16(2)(c) DSA). Please send such a notice without this form to [email protected].

If you cannot or do not want to use the form — for example because JavaScript is switched off in your browser — send your notice with the same details to [email protected]. We handle a notice sent that way exactly as one sent through the form.

3. How we handle your notice

Where you have given electronic contact details, we confirm receipt of the notice by email without undue delay (Art. 16(4) DSA).

We process every notice in a timely, diligent, non-arbitrary and objective manner (Art. 16(6) DSA). We inform you of our decision and the reasons for it without undue delay, and we tell you the redress possibilities available to you (Art. 16(5) DSA).

A notice is always decided by a person. We use no automated means to assess or to decide a notice. Only the form itself is protected by an automated spam filter, which can discard a submission before it reaches us; if our confirmation of receipt does not arrive, please send your notice to [email protected].

Information for the user concerned. Where a notice concerns content in your account, we inform you of the notice and of the processing of your data within one month at the latest (Art. 14 GDPR) — whether or not we act on the notice.

Redress. If you disagree with our decision — as the notifier or as the user affected — write to us at [email protected]; we will look at the case again. Recourse to the ordinary courts remains open to you regardless.

The measures we may take against users — in particular suspending the account and terminating for good cause — and how we apply them are set out in section 12 of our Terms of Service (Art. 14 DSA).

4. Points of contact under the DSA

Single point of contact for Member State authorities, the European Commission and the European Board for Digital Services (Art. 11 DSA): [email protected]. The point of contact is reachable by electronic means. Languages accepted: German and English.

Single point of contact for users (Art. 12 DSA): [email protected] or our contact form. We usually respond within 24 hours (business days Mon–Fri, 9 AM–6 PM CET). Languages accepted: German and English. Communication does not rely solely on automated tools — you reach a person.

We process the location, explanation, name and email address you submit here to assess your report and to meet our obligations under Art. 16 DSA. Legal basis: Art. 6(1)(c) GDPR (legal obligation) and Art. 6(1)(f) GDPR — our legitimate interest in acting against illegal content and in documenting how a notice was handled. Submitting the form sends your report to our own server in Germany, which relays it by email through Brevo (EU) to our mailbox at scandora.eu; Cloudflare Email Routing then forwards it into a Google-hosted mailbox that we read and that no processor agreement with Google covers (for these recipients and the transfer safeguards see sections 7 and 9 of the Privacy Policy). Where we act on your notice, the affected user receives a statement of reasons that names the facts we relied on and says that the decision follows a notice (Art. 17 DSA); where we suspect a criminal offence that threatens the life or the safety of a person, we inform the competent law enforcement or judicial authorities (Art. 18 DSA). We pass on your name and your email address only where we are legally required to. We keep your notice and our assessment only as long as we need them to handle the case and to document our decision, at the latest until three years after the end of the year in which we decided (§§ 195, 199 BGB); we then erase them, unless a statutory retention period or a legal claim requires otherwise. Wir verarbeiten den von Ihnen übermittelten Fundort, Ihre Erläuterung, Ihren Namen und Ihre E-Mail-Adresse zur Prüfung Ihrer Meldung und zur Erfüllung unserer Pflichten aus Art. 16 DSA. Rechtsgrundlage: Art. 6 Abs. 1 lit. c DSGVO (rechtliche Verpflichtung) und Art. 6 Abs. 1 lit. f DSGVO — unser berechtigtes Interesse an der Abwehr rechtswidriger Inhalte und an der Dokumentation der Bearbeitung. Mit dem Absenden geht Ihre Meldung an unseren eigenen Server in Deutschland, der sie per E-Mail über Brevo (EU) an unser Postfach unter scandora.eu zustellt; Cloudflare Email Routing leitet sie anschließend in ein bei Google gehostetes Postfach weiter, das wir lesen und für das kein Auftragsverarbeitungsvertrag mit Google besteht (zu diesen Empfängern und den Garantien für die Übermittlung siehe Abschnitte 7 und 9 der Datenschutzerklärung). Werden wir aufgrund Ihrer Meldung tätig, erhält die betroffene Nutzerin oder der betroffene Nutzer eine Begründung, die die Tatsachen nennt, auf die wir uns stützen, und die angibt, dass die Entscheidung auf einer Meldung beruht (Art. 17 DSA); besteht der Verdacht einer Straftat, die eine Gefahr für das Leben oder die Sicherheit einer Person begründet, informieren wir die zuständigen Strafverfolgungs- oder Justizbehörden (Art. 18 DSA). Ihren Namen und Ihre E-Mail-Adresse geben wir nur weiter, soweit wir dazu rechtlich verpflichtet sind. Ihre Meldung und unsere Bewertung bewahren wir nur so lange auf, wie wir sie zur Bearbeitung des Falls und zur Dokumentation unserer Entscheidung benötigen, längstens bis drei Jahre nach dem Ende des Jahres, in dem wir entschieden haben (§§ 195, 199 BGB); danach löschen wir sie, sofern keine gesetzliche Aufbewahrungspflicht und kein Rechtsanspruch entgegensteht.
